The bill
(Reg. No. 3316) suggests introduce:

regular (every 6 years) laboratory analysis of soil quality of agricultural lands based on national standards;
obligation of a land user to pay the damages connected with decrease in soil quality;
minimum lease term of agricultural land – 12 years;
transparency of land relations through publicity of information about the owners and users of land on electronic cadastre map.
The Committee members also paid attention to the fact that in case of establishing a minimum lease term (12 years), land users would be economically interested in maintaining soil fertility indicators.
